And for those who say that multimedia-codecs have no place in a HTML specification: where would the web be now, if the earlier specs would not have endorsed GIF, JPEG und PNG? And the spec also did not mean that Ogg Theora/Vorbis are the only codecs allowed. According to RFC 2119, „should” means:
